APPLICANT REQUESTS THAT:
He be given credit for his service in Vietnam and other parts of
Southeast Asia (SEA).

APPLICANT CONTENDS THAT:
While assigned to Goose Air Base, he volunteered for multiple
missions to Japan, South Korea and Vietnam from Jan Jul 68.
His DD Form 214, Report of Transfer or Discharge, issued
11 Dec 68, reflects two years of Foreign Service; however, his
record can only account for 17 months of that service leaving
seven months of overseas service unaccounted.
He participated in, on different occasions, aerial flights
transferring aircraft parts to Air Rescue units in Da Nang AFB,
Vietnam.

STATEMENT OF FACTS:
On 6 Jul 65, the applicant enlisted in the Regular Air Force for
a period of four years. He was progressively promoted to the
grade of sergeant (Sgt/E-4), effective 1 Feb 68.
On 11 Dec 68, he was released from active duty with a reason for
separation of early release at Christmas, with an honorable
character of service. He was credited with three years, five
months, and six days of active duty service, including two years
of Foreign Service.
The applicant was awarded the National Defense Service Medal
(NDSM), the Small Arms Expert Marksmanship Ribbon (SAEMR), and
the Air Force Good Conduct Medal (AFGCM.
AFPC/DPSIDR will administratively correct the applicants record
to reflect award of the Korean Defense Service Medal (KDSM) and
the Armed Forces Expeditionary Medal (AFEM) (Korea). They noted
a typographical error on the DD Form 214 which they believe to
be the AFEM vice AFER.

THE AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial of the request for service in SEA,
stating, in part that although they could verify the applicant
was TDY to Korea, based on a lack of evidence, they could not
confirm any time served in SEA.
DPAPP was able to verify the applicants service in Osan Korea
from 29 Feb 29 May 68, based on annotations in his medical
records.

AFPC/DPSID recommends denial of the applicants request for
award of the Vietnam Service Medal (VSM). Based on a review of
the applicant records, they found no evidence the applicant met
the criteria for award of the VSM.
DPSID did verify the applicants entitlement to the AFEM (Korea)
and the KDSM. In addition, they noted, the SAEMR was already
listed on his DD Form 214.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:
Copies of the Air Force evaluation were forwarded to the
applicant on 10 Dec 12 for review and response. As of this
date, no response has been received by this office (Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicant's complete submission in judging the merits of
the case; however, we agree with the opinions and recommendation
of the Air Force offices of primary responsibility and adopt
their rationale as the basis for our conclusion that the
applicant has not been the victim of an error or injustice.
Therefore, in the absence of evidence to the contrary, we find
no basis to recommend granting the relief sought in this
application.

The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
